So you have installed a "stegen" command that gives this message?
Type:

. which stegen

Will show you the version of the stegen command you are using.
STATA 8 runs older commands under version control. So either find the newest stegen command
. net search stegen
(if there is a newer) or arrange your data the way st/STATA5 would need them (HOW?????? --> Have no clue)
