st: Gauss Newton Regression and Testing for Omitted Time-Invariant Regional Effects in a Binary Response Model

I need to employ the Gauss-Newton regression method to determine whether
or not I need to control for regional correlation due to omitted
time-invariant regional effects in a logistic regression.  What is the
best way of doing this?
