A google search of "multistate life table stata" yields several hits. It sounds like some of the people mentioned have developed or are trying to develop such routines, so you might contact them directly if nobody here offers you something more specific. For example, somebody at Johns Hopkins received an award to try to develop such a program; see http://www.jhsph.edu/hao/cah/devawards.htm
