If your Stata is version 6 or better and you're fully -update-d, I'm not
clear as to how you can't properly use -outreg- at its fullest. Try

. ssc inst outreg, replace

and see if that works. Then run a regression and try this

. outreg using "C:\DATA\foo.out", bdec(3) rdec(3) sigsymb(*,**) coefastr se
  10pct

That ought to give you what you need.
