st: new package -sortlistby-: sort by random or by ancillary numlist

-sortlistby- will either randomly shuffle the items of a list or sort
the items by an ancillary number list. Think of it as an addition to the
official -macrolists-. Type:

 . ssc describe sortlistby

or

 . ssc install sortlistby
