1. uniform() is a built-in function that returns a pseudo-random number
between 0 and 1

2. setting something equal to a logical expression such as "<= 0.6" returns
1 if the condition is true, otherwise it returns 0. So for those
observations where the random number is less than or equal to 0.6, y will be
set to 1; otherwise y will be set to 0.
