Sorry for wasting your time with the query.  I just answered
my own question:

Although the RAM is 1 gig on the machine I am using, the
"data area" indicated by "data seg size" in the output of
"ulimit -a" below was limited to 130000.  I increased the
data area to 300MB with "ulimit -d 300000" and now I can
allocate up to c. 300MB in Stata with the "set mem" command
or from the command line.

yolen:~$ ulimit -a
core file size (blocks)     0
data seg size (kbytes)      300000
file size (blocks)          unlimited
max memory size (kbytes)    1019208
open files                  4096
pipe size (512 bytes)       8
stack size (kbytes)         2048
cpu time (seconds)          unlimited
max user processes          64
virtual memory (kbytes)     1048576
