... "guaranteed to be present" was the sting, which 
is a distance away from "available in principle". 

Absent Stata's own compressed format, it is pertinent 
that many users would not want to be obliged to 
install software even if free -- and many are not 
in a position to install software unilaterally 
within institutional set-ups.
