st: superxt: random-effects estimation, Wiji this ones for you :-)

which does what Wiji wanted, that is it tries to converge every time by 
trying different starting values and/or different number of quadrature 
points. you can also force it to start with the rho of your choice (and the 
estimated beta of the associated command). Please let me know of any bugs 
you find.
