st: Update to -svr- package on SSC

Hi all,

Thanks to the sleuthing of Phil Ender, I've fixed a few bugs in my -svr-
and -survwgt- packages, and the update should be available shortly on
the SSC archives.

The two major changes are that the -survwgt- command no longer crashes
when you try to poststratify, and that -survwgt- now correctly records
the varlist of replicate weights fro the BRR method; in some cases it
failed to do so.

There are a few clarifications in the help files.

Please update your files if you have installed these packages.
